08 Mercury 90HP EFI

I am working on a 20 foot boston Whaler with a 08 mercury 90 hp EFI Motor it is running ery rich black sludge is coming out of exhaust the top tw0 cylinders are getting so much fuel that they won't even fire. Any ideas?
