BMW91 asked an honest question and there's no need for the attitude shown by the last couple of posters.
I think the point that has been made by many of you is sufficient: Yes BMW91, they take that horsepower limit stuff pretty seriously and there could be anything from minor to major consequences if you launch in that lake. Pick a slow weekday at another body of water for your testing.
