Your prop hub is spun. A prop shop can fix it.

Sounds bad try to turn the prop while in gear one that bad should spin with motor off in gear by hand . then do what walker said.

It is on the prop.

You have the hub riding the prop shaft, then a rubber protective grommet, then the outer propeller hub with the blades.

If the rubber slips it is because of age heat and fatigue, OR, because you hit something, which is why it is there - to protect the gears.

Put a mark across the hubs and prop shaft and run it. If the mark is not in place after you experience the same symptoms, the prop needs replacement or a rebuild.

Prop hub is on the prop; there's a thick layer of rubber surrounding a metal inner hub (the part with splines, that contacts the prop shaft) - the rubber is there to protect the motor from the shock of shifting and contact with underwater obstructions. If it gets loose, only a prop shop can fix it.

Only real test for spun hub is: with a permanent marker, make an index mark across the hub. Put the boat in the water and go for a spin. Check your index mark - if it's still lined up the prop is ok.

It can be loose enough to not push the boat but still can't be turned by hand.

Possible that it works in reverse because you're not really loading it up. Try above test and report back.

[edit - just saw your comment] or just swap out props...

Sure, you can just swap props if you have another one.
If you have to buy one its much cheaper to re-hub your present prop.
