This may be common and somebody else may be able to nail the problem, but I would take the cover off the motor and check the throttle linkage to see if anything is stuck first.
Start simple.

Simple is good...its dark to tell, but we know the throttle linkage is getting stuck. So its too late to take it apart. Thank you ADK for the response.

Maybe sucking air somewhere it shouldnt be, check around the carbs and fuel lines, usualy using carb clean spraying around and listening for differences... But rpms that high are dangerous on muffs, either barrel it or take it to the water... Good luck! What yeat is the motor?

Good luck getting the linkage unstuck. Usually lubrication helps a lot. Also, if your throttle cable is old/damaged/rusted, that could be the problem by holding your throttle open even if your shifter is in neutral. I've seen that before.
