115 mounting height on 90 Proline

I have a1990 17' Proline and I need to know how high to mount my motor. The service manual is a little confusing I was hoping that someone else had a similar setup. Should the anticavitation plate be level withe bottom of the transom or should I move it up an inch or two? I really dont want to have to move the motor to many times as its kinda a PITA. Right now it sits to low about an inch below the transom and I get water flying straight up on both sides of the cowling, when i try to trim it up the boat porpises real bad and i can only get aout 4700 RPM out of my 19 pitch prop.

You will get a better responce with the make, model, HP rating, year and serial#.

Sorry guys its a 1990 17 foot Proline with a 2003 Mercury 115 Four stroke. I don't know the hp rating for the boat, the tag was missing when I got it.
