I dont have the 2.5 L model ( i have the 3.0 L 135 hp motor) but mine seems pretty happy around 500/600 rpms in the water. When was the last time you gave her a tune up? Is your mixture skrews on carb set right ? Time for carb rebuild ? Choke sticking ? Timing off ?

Could be any number of things.

good luck ,

Big-E
I have done a complete tuneup but the carb was filthy when I cleaned it so I think I better pull it off again. Also I am running on a hose in the yard.
If it won't idle fairly smooth and consistantly at 700rpm, then something is wrong. While doing the tuneups as mentioned earlier, when you remove the spark plugs, READ them. Do the all look the same? What color, shiny, dull, anything. Plus do a compression check. All the tuning in the world isn't going to help an engine with low compression from a burnt valve. And do a proper compression test. Putting the gauge in the hole and cranking for 30 seconds does't tell you anything. Here is a link on how to do a COMPLETE compression check, and how.
Compression Test
Don,
I did the compression test today. From one thru four they were 145, 150, 140 and 135. The spark plugs all look the same but they are covered with black, dry carbon. What would that mean?
Hey Jeff, read this link, it has some really useful info on reading spark plugs. This guy is motorcycle mech, but the plug reading is basically the same.
http://www.nightrider.com/biketech/spkplghnbook.htm
Thx. Very informative. This motor was seized and I have been playing with it for weaks. I think I need to change them again because of the tranny fluid. I have also been playing with air adj, etc.
