Depending on how it was sheared off, I would look into a product called Skegguard. It is made for this problem specifically or to prevent new skeg from damage. It is a stainless steel skeg that fits over the broken section, you drill two holes and through bolt. Very simple repair for under $100.
It can be fixed fairly easily. $100 for the welder, $100 to remove and replace the foot. BUT afterwards check that the prop shaft turns straight. AND after running without any new foot vibrations check for water in the foot oil at least twice. PLUS the price of a prop!
