120 HP Force wont budge

I bought a 95 bayliner that has a 120 hp force outboard on the back. I dont think it has been ran for a few year. Im having problems getting the engine to steer freely. I took of the steering cable to see if that is the problem. Even after that the engine still wouldnt move. I was wondering what else could be keeping it from moving at all.

Did the cable move freely when you had it loose?
Did you grease the steering fitting at the motor with a grease gun?

It's possible that the cable was replaced at some point with a cable that is to short and the bend radius is less than 8 inches where ever the cable makes a turn, if this is the case it will turn hard. Try and reroute the cable with graduial bends if you feel this is a possibility.
