125HP - carb reassembly

I stripped down my carbs today and have a question about reassembly

On one of the bowls, the center bolt had a red fiber washer on the outside and another on the inside - the other bowl only had one on the outside

Which is correct?

Should the bowl form a (tight) seal with the stem of the jet casting or should fuel be drawn up from the bottom? I am guessing that the brass jet that is screwed into the side of the casting is what controls the amount of fuel drawn into the carb right?

Thanks for any info that allows me to understand it better :)

PS forgot to add - what is the correct height for the floats - when viewed with the carb upside down, one is level with the carb base and the other drops inside the carb a little.

The red fiber washers should be on the outside and inside of the bowl. As far as the float it should end up parallel or level to the carb base

I'll go and see if I can find another fiber washer :)

It's funny that all the diagrams only show one on the outside but I can see how one is needed on the inside too to seal the jet column.
