140 looper cooling system

Hey everyone, I have been trying to replace my thermostats, and I have a few questions. On the lower starboard side of the engine there is a round part that the water hoses go to, I think it is a regulator. Is this correct and what is the mechanical function of this piece if any? Also my motor uses springs and vernotherms for the thermostat. How do these work and what makes them go bad, they look bullet proof? Mine are clean but the spring seems stiff. My motor on the muffs seems to pee cool even after ten minutes, and the quick start never disengages. Also and can't get the timing to adjust to 8 ATDC at idle no matter how I adjust the advance timing screw. I have tried that on the water. I know this is long but sometimes even you guys need a challenge, I have them everyday!

The thing on the hoses is probably a siphon venturi. Its there to siphon any liquid out of the bottom of your motor cowling.
Can you get the timing down to 6 ATDC?
