I couldn't post this earlier because my internet has been down.
The model no. is J15RCDE.
I cleaned the carb again ,now have the low speed adjustment working properly.
I got it running well enough that I could remove the spark plug wires and removed them per Kajun37's suggestion. The top cylinder is not getting spark when the engine is running. It does pass the 7/16 gap jump test .
I removed the flywheel. I know the terminology I will be using is probably incorrect, but I will try to describe what I am seeing. On the inside diameter
of the flywheel there are two areas that are ,I assume, designed to signal the engine to fire as they pass by the pickup.One side is rubbing against one side of the "u" shapped magnet and the the "what I assume to be the pickup "(a plastic part with a metal strip runninng parallel to the the flywheel shaft).The plastic on the "pickup" has been smeared over the metal strip,I cleaned the plastic from it.
The other side of the flywheel has not rubbed,the black coating is as
it was when it left the factory.
Which side is causing it not to fire ,the side that is rubbing or the side that
is not rubbing (because the gap between the flywheel and the "pickup" is too great)?
Could use some help, not sure what to do next.

You need to try to move it back to see if you can stop the rubbing.Also check the stator plate for wobble/looseness.
You also may have a defective spark plug. Switch them and see if the problem follows.

Thanks for the reply.
I have replaced the spark plugs, swapped the coils and plug wires.
Problem always remains on the top cylinder.
How do you set the gap on the pickup?
