15 hp evinrude '97 bogging when gassed.

engine idles but throttle does not have full range and engine stalls when accellerated.is there a safety device on the throttle? it has been sitting for 4 years and I changed the spark plugs but had trouble getting the base of the air filter off to spray decarb into the carb.is there a screw that I missed?

Remove, clean thoroughly, and rebuild the carburetor.

thanks joe, any advice on the throttle handle, it doesnt move very much. I had it go all the way just oonce and when I fired it back up it was back to a limited range

The throttle handle advances completely only when the engine is in gear. When in neutral or reverse, the top of the shift linkage butts up against various stops on the timer base under the flywheel.

even in forward gear throttle doesnt have full range
