15 hp Evinrude controls

Just puchased a used Evinrude 15 hp outboard, maybe a silly question but I can't figure out what the "rotating knob" next to the choke is...<br /><br />I thought that it may have been a fast idle control but doesn't seem to have an effect on idle rpm. <br /><br />I know that I will feel like a dummy when someone tells me, but meantime.. ???<br /><br />Thanks.

Knowing the model number or year of the engine would help, but most likely its to adjust the idle needle for the carburetor. If it has no effect on running, it may not be hooked up, or hooked up incorrectly.<br /><br />-John
