15 HP Evinrude Pull Started Issues

I have a 15 HP Evinrude 1978 with a pull start, the rope is hanging out & I need to figure out if I need replacements parts or take apart clean and reassemble?

Any help would be appriciated.

Maybe the spring is broken, maybe it just needs to be correctly refitted

Most likely it was not put on the motor correctly.

When it is off to the motor, turn the puller around the rope until the puller is butted up against the inside front of the motor. Now while holdling the assembly tightly pull back against the spring's tension, towards where the starter will sit. It is a little difficult because the puller needs to turn to pull on the spring AND you need to hold onto it at the same time. Now attach it to the motor and the handle should now be tight against the motor, since it is always under a little spring tension.
