15 Hp evinrude,unknown year

Hello all<br />I have bought a 15 hp Evinrude motor,<br />model # 10924b/serial # c7035621<br />unknown year,does this motor have any heavy wear problems (i.e. is this a good motor or is it known for breaking down alot?) I have done a compressoin test and its 120psi & 121 psi.<br />problem with a mystery linkage that engaged a 'govenor' that made the max power @20% with full throttle,it looks like a newtral safy for prevention of over revving motor when in newtral.<br />when this linkage is enaged the jellyfish outrun me .... <br />found problem,fliped the black thing all the way in down position and ZOOM!!!!! it pushed me,boat,trailer out of driveway and into the road...<br /><br />thanks,peace all

The model number indicates that the engine is a 1979 9.9 hp.Same block as the 15 hp.
