15 HP Evinrude water issue

I have replaced the water pump on this 1982 15 hp Evinrude and it is pumping water in a steady stream from the "pisser" hole and bubbling water through the water ports under the cavitation plate.Very little water is coming out of the exhaust hole. My question is this.. there is a hole up on the top on the transom side of the exhaust housing and behind the steering tube that has a stream of water coming out of it.. is that supposed to be happening? If not, what is the probable cause?

I have tried to upload pictures but can't get them to work...keep getting a message that file exceeds limits when only trying to do one at a time, so maybe someone will know what I am trying to describe.

Any ideas or is this normal?

If its the shift rod hole, yes water will come out. Supposed to be a grommet there, mine has none and works fine.

I don't know if its the shift hole but the hole is maybe 3 inches below the power head , on the front side of the exhaust housing, and sprays water toward the steering tube. The hole is maybe 1/8th inch in diameter.

Anybody else got an opinion?
