15 HP Mariner 2 stroke difficult to start

I have the above with a newly rebuilt carb and fuel pump, cleaned up and properpy gapped plugs. The only way it will start is by using starter fluid. Fule lines are new, fuel filter is clean, new primer bulb and line from the tank. It does fire right up using starter fluid but there is obviusly something preventing it from starting without it. I don't know how old the fule is as I bought it with the gas tank back in August, not do I know if the mix is right. What am I missing or what else could be going on? Any suggestions appreciated.

The mix is 50:1. Dump the old fuel if not sure.
quit using starting fluid. BAD. is the choke enricher working or bad?
Serial number of motor???

Best I can tell, the choke is working. It depresses a blue plunger on the side of the carb which has a new gasket in it. Serial # OC177806 if I recall. Probably should dump the old fuel and replace with fresh, can't hurt. What perplexes me is that after the carb was rebuilt which was 3 weeks ago, the repair shop said it started and ran fine.

might be OC177406, I don't have the paperwork handy.

It could be your starting procedure. Pull and push in the the choke a couple times. and if I'm not mistaken, you also turn the the choke clockwise to advance the timing a bit.
Do you have an owners manual that motor?
Or go back to whomever did the carb and ask them.
