175hp ocean pro WOT rpm

I finally got out to test a new to me boat a 22' hydrasport with a 1996 175hp ocean pro. I was getting about 4400rpm at WOT and 32 mph. The boat is rated for a 300 so I know I'm a little underpowered. I would like to get up to 5000 rpm atleast. The current prop is a 15x17. Would a 15x15 prop get me through 5000rpm?

That engine should have a WOT range of between 4500 to 5500 rpm and for that prop I would think you should already be in that range. I would check compression on the engine first and whether the engine is firing on all plugs. Alternatively the boat may have waterlogged foam causing it to be extra heavy.
