I've got to thinking about it and I'll have to agree with Wayne. It sounds like your carb has something stopped up. Now, you know your motor as far as I know has no choke. there is just a little primer knob on it that squirts gas just like Wayne described. Now, here's an idea. That primer knob is also connected via a lever/wire to the high speed needle valve. Have you tried disconnecting the primer knob lever/wire from the high speed needle on the bottom of the carb and adjusting it with the motor running to see if you can pick up some rpm's? I remember in adjusting my '53 that when the high speed is connected to the knob, there wasn't a lot of travel at all to provide for adjustment. You need to get it close before you connect it or you won't have enough travel in the knob to get the high speed adjusted fully.
Maybe this could be your problem.

JBJ i have tried that already with no success, it has to be some thing simple were missing the boat on . how do i get rid of the messages ive read on this cite ,and do they have a place where we can talk when both of us are on line?

The lever to sink the float to prime had a set screw that needs to be loosened. Then you can open the high speed valve and get it running. Once running adjust the high speed valve where it runs the best. Then tighten the set screw where when you just open it a bit more it sinks the float priming the carb.

JBJ my compression is 74 in one and 75 in the other one ,and i have good spark,i set the points at 20 ,how about my coils can i move them a little closer to the magnito than the manual calls for?

if you have good spark then the coils don't need to be moved.

JBJ i tried taking the rod going down to the high speed jet it didn,t seem to make any difference ,when istart out i set the low speed at 1/1/2 and the high speed about 1 or 3/4 turn that sounds right thats where i run my 58, i dont understand that statement about sinking the float and loosening some skrew? i have a little flat bar that goes from my steering handle to the throttle linkage with a little flip switch on the handle i think thats just a kill switch if you had to shut the enjine of quickly ,i could almost disconect that and it shouldn,t make any difference.

The little switch on the tiller allows you to use the tiller arm as a throttle control.

The jet settings you mentioned are a good starting point, but it will run way too rich. You have to fine tune them when on the water. Just like your '58.

JBJ and wayne thanks for all the help the problem was my fault when i had the carb of i didn,t put the small washer inside the bowl where the float is that holds the bowl on. one of my friends a collector of old motors gave me a cd on this motor i put the pages on my computer and they had an item on this problem ,when i took the bowl of to clean the carb the washer stays in the bowl and i wasn,t to sure where it went ,i guess thats why its nice to have a manual but some of them are expensive .my friend and i both have manuals from selco for 1956 to 1970 ,hes looking for one from 70 and on if you know of any reasonable places to pick them up.

It's always something simple I overlook on those 50's motors. Those things really want to run if we just give 'em a chance:D:D.
