Get a can of fogging oil, shake it good and 'foam' up the carb intake as much as you can.
Try to start.
Even if it does not start, it should be almost equal amount of fogging oil in the cylinders (wet plugs), or you have a problem at the suction side = crank case compression/vacuum.

Fogging oil is a new one to me. What is it and where can I buy it? Do I simply apply it where the butterfly on the carb is? Or should I disassemble the carb?

I already cleaned the carb and one cylinder is getting fuel. What will the fogging oil tell me or do exactly? Are you saying that one cylinder may be getting fuel and not the other side? Is so, that has been a concern of mine.

If one cylinder is getting fuel, then the other one will too. One carb feeds both.

Fogging Oil is the OMC/BPR storage oil. The advantage in this case, it will seal off any 'minor' leaks in reeds, center bearings etc, and is totally harmless! Works better than pouring oil into spark-plug holes as it will even work below the pistons.

Thanks for the tip! I got side tracked on another project for a few days. The boat engine got to the point where it was time to take a break. I was to the point of just standing there looking at it with no direction to go. LOL!

I'll get back on it in a few days. I'm still looking for a compression gauge. I'm going to call the auto parts store and see if I can borrow/rent one.

I know I'm about a month too late for this thread but I have a slight suggestion. As you pull the recoil you should feel the compression stroke for each cylinder. Are they the same?? I had a bad head gasket recently and the experienced mechanic that I took it to diagnosed my compression issue in 10 seconds just by slowly pulling the recoil one time.

Also, is it possible there is a problem with the reeds??

I hope I'm not leading you in the wrong direction with the reeds comment. I just figured that since the more experienced members have chimed in and you say you are out of ideas for the motor I would throw that out there.

Thanks for the ideas. The compression feels good to me. I don't know what's wrong with it. I found another engine to go on my boat for now. I may be parting this one out here before long...
