1954 Johnson 3 HP JW-10

I am trying to restore my father's motor. Replaced the lower unit and now turning my attention to the recoil mechanism. The cord pulls out and recoils properly, however the pawls (?) do not engage the mechanism atop the fly wheel. When I take it off and pull the cord the pawls do not extend out. I can extend them manually by rotating the spring loaded ring on the recoil. I have cleaned it thoroughly and it operates smoothly except for the problem above. Unfortunately I am working blind. No manual. Searching for one of those. Any suggestions would be appreciated.

Are the 3 little coil spring in place which connect the pawls to the equalizer ring?

Also, there is a friction spring between the equalizer ring and the center spindle. There is a shoulder on the spindle. The friction spring has to be completely up on that shoulder before installing the spindle into the pulley. If not, it will bind up when you tighten the center screw. If you loosen the screw to free it up, the whole spindle may turn if the locating pin is missing, defeating the friction spring's purpose.

The 3 little coil springs are in place and the pawls, when grabbed,open easily to the catch position. They don't bind. However I do not see the friction spring and after removing the spindle, there is no friction spring.

I'm assuming this creates the friction to open the pawls when the cord is pulled? I'll need to find one on-line and order it.
