I have a 1957 Johnson Seahorse 10HP modelQD-18.It starts fine after priming it,it gets up to full throttle, then it starts to surg then slowly stops. If I keep pumping the primer it stays working but when I stop it does the same thing. When I undo the cap on the tank there is lots of pressure. And I just replaced the O-rings in the hose connector. It has been in storage for about 15 years.

Hello.
It sounds to me that the short pieces of fuel hose between the fuel hookup and the carburator might be leaking and thereby loose the pressure you need to push the fuel to your carburator.Maybe the fuel filter in your glass bowl is dirty or a brand new one that is a tiny bit too big.(that is what happened to me).
Another thing you can do is :pump up your tank, take a match stick and push in the fuel side of your double hose connector. If fuel squirts out you are good,if not ,you localised your problem.
It may be the fuel hose, or more likely, the filter on your pick up in the tank.
Good luck.
