1959 35hp Johnson Shift Lockout position

I am restoring grandpa's old 35hp Johnson OB and have ordered the factory books. OB is new to me so I'm tring to figure things out. In the meantime, It looks like the shift lockout bar is not positioned properly. When in nuetral, idle, position should it be on the brass cam plate under the flywheel or off it? How much should the brass plate move? It has two steps in it, but currently the shift lockout bar is in front of it. Does the shift lockout bar pivot to allow the brass plate to rotate with shifting and engine speed?

I think only one step is used Rebars....the brass plate keeps ya from shifting or starting at high throttle opening. When you shift, the lockout bar moves to let the brass step move by in forward gear thus allowing full throttle operation. In reverse, you only get a little throttle.<br /><br />Hope this is what ya' lookin' for.

Thanks OBJ. You are right, the plate only has one step. Right now the bar is in front of the plate, not on it at all. I will try to manually pull the top of the lockout bar out far enought to be able to rotate the plate so the bar ends up on the first step.

Sorry to keep beating on this one, but is the shift lockout bar always on the brass plate and the plate rotates back and forth across the step? My SELOC manual does not seem to show this.
