Just installed new lower unit, test ran at ramp, and pulled out. I have a milky chocolatee oil discharge from a weep hole by the prop, is that normal?

Yup, both are normal. If when the gear/oil turns white and looks like a milkshake that means you have a leak. Otherwise, you should be good to go. Make sure you replace the small crush washers on the DRAIN/VENT screws as they are a one time use only item. You'll want to use 80-90w Hypoid, Outboard gear oil as well. You should be able to find it any boat store/wal-mart for about $5 a quart.
