1959 Super Seahorse won't stay running

so i just bought this 35 hp super seahorse. i got it running but not very well. i haven't taken the carb off and cleaned it yet. thats on the to do list. my question is about the "cut-out" switch on the right side of the motor(while looking at the front of the motor). does it kill the spark? and how is it supposed to be wired? thanks for all the future help!!

Cut-out switch is vacuum-operated and cuts out the bottom cylinder in a runaway situation. Center post connects to the rear set of points, and a second wire on the same post goes to the "M" terminal of the ignition switch. The side terminal has a wire which runs to one of the small posts of the starter solenoid. A second side terminal wire goes to the mercury switch.

If i dont he the cutout swith wited to power will it cause the motor to not run roght? Also Is there a way to delete the cut out switch all together?
