1960 3hp Johnson Fisherman Carb Problems?

I have been working on this 3hp, new coils, wires, impeller and rebuilt carb with a carb kit. Starts right up but, does not run well. Seems like it is flooding out. High speed needle valve is open only a 1/2 turn, if I open anymore than that it quits. Seems to run and then it fluctuates and does not stay steady speed. I am running this in a barrel and know it will be different under load on a boat. Have not been able to get it to idle. Have low speed at 1 turn. I took carb apart again and new float was not level with the carb body so positioned it to be level and now it seems to run worse? It is fresh gas. I am looking for some ideas? Thanks for the help.

How 'bout that pesky "Boss Gasket"? Is it new and properly installed?

Check the parts diagram for your carburetor if you don't know what I mean.

Yes, and did you remove the welch plug and clean under it? That is the idle circuit. If rpm's go up and down, that is the likely problem area.

Thanks for the reply's other than the Duckworks mag spam bs. Yes new boss gasket, compressed when I put on the bowl. I did not remove the welch plug as the carb was so clean when I took it apart. There was no debrie at all in the carb. I replaced the float, and needlevalve gaskets, float pin and seat and bowl gasket along with the boss gasket. I checked to see that the needle valve seats. I have read what is posted on the secret file over and over. Tank filter is clean as the inside of the tank. I guess I will remove te welch plug and give that a shot but I think is it something I am missing?

jmo, but anytime you clean a carb you should pull the welch plug and also run the strand of wire through all the passages....blow it out, soak it, and repeat. debris isnt the only cause of carb issues.....it can be the "varnish" from fuel breaking down and restricting or blocking fuel flow.
