I have to attach new wires to the mercury switches on the throttle but solder doesn't stick. Do I need a specific solder or do I have to buy a new switch with the wires already attached?

You have to buy a new switch. As you found out, solder won't stick to stainless steel or whatever it is.

Anybody know the part number and if the mercury switch is still available?

I used some acid flux solder and it seems to be holding.
