1960 lower Unit Issue

Well Good Evening,

I am trying to lower my lower unit and Ive gotten all the bolts off but it is only dropping an inch or so. I can see my water tubes and my shafts and what not but my manual does not go into further detail to remove the bad boy....

what am I missing?

Shift shaft? Is there a 2 bolt/screw panel on the side of the housing? If yes, remove it and see if there is a 2 bolt coupler behind it. Remove the lower bolt and the shift shaft is free.
