No. Your drive shaft splines might be rusted in the crankshaft. In a worst case scenario, disconnect the shift rod and remove the lower unit (force it off). That will force the water pump pin through the top of the water pump housing. Then you can remove the powerhead and deal with the stuck shaft out in the open. When you get it all cleaned up, be sure you have a new o-ring in the drive shaft groove and grease the splines. If the last guy had done that, you wouldn't be having this trouble. Also, make sure all the proper seals and stuff are on top of the water pump. They keep exhaust and water from going up to get at the splines.

The long stainless rod is the drive shaft. You will never get a better chance to remove it than you have right now. Left alone, the splines eventually will rust away and it will come out easy. But it won't drive either. Get it out, clean out the rust, and make sure the o-ring is there when you put it together.

It's for the water pump impeller. The key allows the impeller to rotate with the drive shaft.

i took this all apart so i could get at the head. i cut the head with a die-grinder about an 1/8 inch from the block and cut through all the broken bolts. It still wouldn't budge so i started going at it with a hammer to break the head of piece by piece and the block cracked so its goin on ebay piece by piece. really sucks since it was running and 1 little thing ends up ruining it.

Oh, you're the guy with all the busted head bolts. Yep, really sucks. The half moon key is to drive the pinion gear at the bottom end.
