1961 Merc 700, water in cylinder and dripping from carb? (added video)

Hi all, I've been fighting to get this old merc to idle for almost a month now, ran down the manual troubleshooting checklist and thought I was getting somewhere, but noticed today that the problem might have something to do with the water I just found in two cylinders (small amount of foamy looking water on plug and almost looks like small water drops on piston head with flashlight).

I haven't checked all cylinders yet, but even the #2 carb is physically dripping small amounts of water when I turn the idle off (I can only seem to get it to idle by advancing the distributor about 1/4" from the idle stop if that makes sense). The idle has been VERY irregular and not above 400-500 or so out of water and in neutral.

I idle the motor out of the water using the garden hose connector but have always just barely cracked the faucet valve...just enough water to keep the impeller from melting and keep the engine cool to the touch. The tell tail is just barely going, etc.

Is the only way to get water dripping out of your carb to have water in your fuel? (update: replaced fuel tank and fuel, then took the video below)

Did a full carb rebuild as well. The fuel in my tank is only a month old or so.

Water drips out about 20 seconds in. It's 104F out today...not sure if that has anything to do with it.
