1962 18hp Evinrude shift handle and speed stop adjust

The shift rod that stops the rev limiter under the armature plate is not pulling out to get to full throttle. If I pull the handle harder after it is shifted into forward the rod gets open and out to get just past and does not hit the brass limiter stop under the armature plate.
Can anyone give some input on how to adjust the brass stop plate or adjust the shift handle to pull the shift stop rod out further to get to full advance.

The only adjustment is on the shift lever itself , as far as I know.
