Update: I took the homemade PIN that was already there and trimmed it with a dremmel and now it allows full operation of the throttle. Took it out on the lake today and it ran much better but I still think it needs a little adjustment. It does not start without injecting a little fogging oil into the carb. After that it runs fine and will start back up with no problems. Just on a cold start I have to spray it will the fogging oil. I adjusted the low speed needle valve and got further better performance but still not what I think it should be. My next steps is to try and clean the carb better or maybe order a carb kit for it.
