1963 Electric Shift 40hp Armature plate play

My 63 40hp Armature plate play is bad I ordered a brass plate and the beveled collar sits around crank. The used parts came with 3 pieces the brass plate the collar and a smaller collar not sure were it sits if mine was missing that piece or what. If I sit the second collar on block mount surface then the beveled collar flat side up then the play is gone but the bottom collar screw holes are too small for the plate to screw too..
As you can see in pictures the smaller collar snaps into brass ring then the linkage wheel lines up good.. in last picture I only used the beveled collar as it was when I disassembled the parts originally. Wheel is under timming plate. Looked at parts diagrams shows only one collar hope someone has ran into this. I just scrapped another 40hp same yr could have used the parts from ot but motor ran fine on muffs till I accelerate on the lake then doesn't points move around...
