OKAY
1 - one of the coils is bad. Ohms are ~400
2- meter wasn't set, rsistance on plug wires is really ~5 ohms
3- THANKS for all your help. While much of what you told me I already knew, it reinforced my thinking in some cases, and encouraged me to learn how to use the meter, which found the problem.

STAY TUNED for a folowup in a few hours, when i expect a purrring engine.

update - while i am reluctant to say "fixed", I removed faulty off the shelf "new" coil and replaced it with one of the old coils. great spark to two plugs. runs fine in the tank. hope it does the same in the water tomorrow.... thanks again all.
