Does the shift work ok with the cable disconnected? If it does, there is something wrong with the control or cable. Never adjust the motor to fit the control, always make the control fit the motor.

So what can be wrong with it??? The inner wire in the cable may have broken at some time and somebody just reattached the cable end to the broken wire. That won't work. The cable won't travel full stroke. Happens all the time. OR, the cable end (front or rear) may have slipped on the wire. If the wire is poking out of the end of the front one, that is what happened. That happens all the time too. If the wire is annealed and the end is properly attached, it won't slip.
