My 90hp 64 Evinrude outboard starts and idles just fine. When I give her gas she won't accept the request and won't reach any high rpm level. One one occasion I ran it like this for about 10 minutes and out of nowhere it just took off as if there was possibly junk in the carb. When I tied up I ran all the fuel out of the engine in attemt to avoid this from happening again. I went out last weekend except this time it just continued to run at low speeds the whole time.
Items I've recently inspected and replaced are:
* Points & Condenser
* Ignition Wire Replaced and Checked for Proper Operation
* Plugs and wires
* Fuel Lines and Tanks
* Good Compression Check
* Tried Pumping "New" Primer Bulb While In Operation
* Tried New Fuel and Fuel Treatment to Clean out Carb

Could this be needle valve or float problems in the carb possibly?
