1964 Lark holes below exhaust relief

1964 Lark with Selectric shift. There are two small holes below the exhaust relief port, about 1/4 inch diameter, in a vertical configuration. What are they for, and why has someone closed them off with silicone caulk?

Drain holes put there to worry you. Seriously, they are drain holes so don't worry about them. And undo the last guy's worry plugs.

Thanks! It's an unrestored 1961 Starcraft Arrow that looks like it was shrink-wrapped for 48 years - as close to perfect as you'll find. The '61 Merc 400 is original to the boat, but if it gives me any trouble, I'll have this '64 Lark to throw on it.
