The water will turn colours as unburned fuel containing oil is expelled out the exhaust. This could be partially due to it not running properly but some is to be expected from a motor of this era.
The idle screws, as you call them, are likely the low speed screws. I would follow the instructions as directed in the Joe Reeves his FAQ post. http://forums.iboats.com/showthread.php?t=167352
This is assuming there is nothing else wrong with the operation of your motor. No sense fine tuning until you know everything is operating as it should.
While you're waiting for better weather I would suggest reading many of the FAQs to further your understanding of your motor and possibly answer some additional questions you might have.

lean and rich have to do with the idle screws, i have them all tuurned out 3/4 of a turn from seated.
