1965 merc 650 sluggish

one quick ? but a long story getting to it.
I was out with my brother who has a 16 foot aluminum blue fin runs about 31 mph the problem is that it takes forever to come up until the boat plains out .
it has te original 2 blade prop can't find the pitch on it anywhere. Could this problem be from the prop or should i go into the carbs and try cleaning them good first . I have tried tilt the motor in and out with no difference . the only thing that did help some was he was trying to leave his 9.9 in the water which it wouldn't plane out at all. once i lifted it it ran better but still looked like it was a plane taking off instead of a boat .

last night i took a tach out with the boat and it stops revving about 2800 until the boat planes out then it climbs pretty fast . any ideas compression is good after a good decarb ,cleaned the cap out good, the plugs look good although if i pull them after shutting down when it is lugging they are black but clean up after . anyone have any ideas what to try next ?

I've never had mine in the water, so I can't tell you for sure how fast it goes. But, from what my dad (who i got the boat from) says, you really have to careful how hard you turn the wheel when its up to speed, because it will slide. i don't think he ever gave me an estimated mph though.

the boat runs good and handles good its just getting it up to speed that we are having the issue with it

I"m supposed to get the impeller problem fixed tonight, hopefully have it in the water sunday. i'll let ya know how it goes if the thing actually starts and runs for me.
