1966 9.5hp sportwin stalls out

My 9.5 sportwin won't idle and I can't even rev it without it stalling out. the motor does start right up and I have to keep the choke open for it to run. im using fresh gas and new plugs. any ideas? im getting gas so im thinking its an ignition problem but I dont know how I would troubleshoot it.

If choking it makes it work you have a carb problem, Cma.

All of the fuel needs to go through the high speed jet, which is on the bottom of the float bowl where it picks up all of the junk. It's probably clogged. It's behind and in line with the float bowl drain.
