1967 80hp johnson electamatic

I have a 1967 80hp johnson electramatic. It pops out of gear sometimes at high rpm's, and the last time I had it out it started to vibrate real bad, I turned it off and started it again it started blowing fuses when put into forward, but it runs fine in reverse. Could it be the forward gear coil? Or what?

There are two wires leading to the lower unit, one green coded (forward), one blue coded (reverse). The green wire has shorted out to ground somewhere.

THANKS FOR THE INFO. WOULD BYPASSING THE NUETRAL SAFETY SWITCH HAVE ANYTHING TO DO WITH THAT? i REPLACED IT LAST SUMMER. WHEN I WENT TO START IT UP THIS SPRING IT WOULDN'T START I REPLACED THE STARTER AND SOLENOID BECAUSE IT WOULD GET ANY JUICE TO THE STARTER. THEN I FIGURED OUT THAT IT WAS THE NUETRAL SAFETY SWITCH AND BYPASSED IT BY GROUNDING IT TO THE POWERHEAD. The ammeter shows a negative charge when I put it in forward and it also blows the fuse. Also I was wondering what the resistance should be on the forward shift coil?
