1967 Evinrude fisherman runs way to rich

Hey everybody I am new here but pretty experienced with small engines.... At least I thought. I have been messing with my Evinrude fisherman for quite some time... I have to have the idle screw all the way in for it to even get up to speed... In other words it running really rich. It has a smaller than factory prop on it but I don't think that would do it. Any help would be appreciated.

The idle passages are on the top of the carb. Carb cleaning involves removal of the domed cap up there (new one in the carb kit). After disassembly and soaking of the carb top and bottom, and cleaning all small openings you can find, blow some carb spray through just to make sure.

The initial setting for the slow speed needle is one to one and 1/2 turns out from lightly seated. h.s. needle is about 1 turn out. Final settings are often leaner than that with a clean carb.

There was no high speed needle when it left the factory !----But someone may have installed the kit that was available at the dealer.------Simple steps to do.-----Compression test first.---Then test for spark.----Spark must be able to jump a gap of 1/4" or more.----And I believe you need to clean the carburetor if above tests are good.
