1967 Evinrude, New Impeller, but no Water flow??

So I took a risk and bought a 1967 Evinrude Fastwin 18hp without seeing it run. The guy was selling it for his late father in law, and the only thing he knew was that it hadn?t been run in at least 7 years. So I bought a manual, and read the ?top secret file? on here and performed all the recommended tasks to the lower unit. Drained and changed the oil, re-sealed/replaced all the gaskets, and put in a new impeller and impeller plate. So I filled up the trashcan with water, and put the motor in it, to where the intake screen was barely under water. A little bit of starting fluid, and to my surprise, she fired up on the second pull! I let it run for about 10 seconds and water started sputtering out of the discharge holes, but after about another 10-15 seconds, there was still not tell-tale stream coming out indicating that there was sufficient water flow. So I killed it, and let it set, then fired it up again. This time, no waster came out for 15 or so seconds, so I killed it. As it was sitting there, there was a smoldering like smoke coming out of the discharge holes, and the motor was very warm to the touch. I was thinking that it was not getting water because the exhaust was splashing too much to let sufficient water go in the intake, so I tilted the stand and motor back, to allow it to get deeper in the water, but when I tried to start it, it wouldn?t. Tried with starting fluid repeatedly, but would not fire. However, when I tilted the motor back forward to the original water depth, it fired right away, but still no water. How long should it take for water to be discharging out the back after I start it? The manual says 5 seconds with no water can cause damage, but that seemed pretty quick. Should I take the lower unit back off and make sure it assembled it properly? I had a difficult time re-attaching it last time, but I was eventually able to get it on. One last thing, after running it, there was a milky white grease that was dripping out of the exhaust cavity into the water. I wasn?t to concerned with it, as I had put twc-3 oil in the cylinders, and thought maybe that?s what was causing that, but just wanted to see if that indicated a bigger problem. Thanks!

i just replaced the impeller on my 1970 18 hp yesterday so i'll try to shed some light on what i did. it seems to take about 2-3 seconds before mine starts to put out water. if i was you i'd for sure take it back apart and make sure first that the impeller wasn't damaged and secondly i used compressed air to blow out the tube where the impeller housing sits and the tube directly behind it. i also removed the water intake grates and blew them out.

The LU has to be at least 1/2 way down in the water. NEVER use starting fluid, it has no lubrication. It's a dry start for the notor, use pre-mix sprayed into the carb throat.
