1967 J.E. 9.9hp coughing/stuttering

I have a 1967 Johnson Evinrude 9.9hp outboard that coughs/stutters and jolts the engine around with the choke off, when I turn the choke on, the engine runs fine. I have replaced fuel lines, rebuilt the carburetor and fuel filter, I have replaced the points, coils, and spark plugs yet I still cannot figure out the issue. Does anyone have any information to point me in the right direction?

This belonged to my papa and means too much to just buy a new engine, I can post videos when I get home Monday.

If the engine runs fine with the choke "on", that tells me it is running lean with the choke off. Running lean points to a restricted passage/jet in the carb. 1967 model year would be a 9-1/2 wouldn't it?

Or throttle plate is opening too early.
