The only question I have, is why were the rings replaced, if the motor is unused?

Secondly, that motor wants 24:1 mix, especially since it is unused. I think if you replace the condensors, you should be good to go.:cool:

If it has gas, spark and compression, God says it has to run. Get a real spark tester and check- as said above 1/4 in. hot blue snap.

You might want to remove pluge and spray carb cleaner thru carb while assistant pulls over the motor. Stop when carb cleaner comes out plug holes. What you just did is make sure that the reeds aren't sticking to the reed plate (gummed up from sitting). Let it dry out, replace condensors first if the spark is weak, and then go on from there.

True, but the 3hp of that year is still a babbot bearing setup and not the fully jeweled set up, like the bigger motors. This I know, because I rebuilt one of these recently. Even some of the early fully jeweled motors will recemend 24:1 simply because of the alloy in the pistons didn't really work out well with the leaner mix.:cool:

Good question. The lower ring looked compromized where it was stuck to the cylinder wall. I call it rust-welded, it was just stuck. So I put a new set in.

If you havent tried it yet,go with the 24-1 oil ratio.i MAY be wrong ,BUT,I did alot of the smaller outboards in a shop.I once had a old 3hp.tried everything to get it to run,then I remembered about the oil dif.i was shocked that once I changed to the gas with more oil,it ran.Now,was it a coincedience?I thought that PERHAPS the hi oil content helped somehow with sealing rings ,thus less comp .loss.ANYWAY,try it.it did work for me.That said,I also ran my own 60ish 3 hp johnson with a pint and a half to 6 gallons,just for insurance,never had an issue,that was with the newer TCW oil from the 80's to mid 90's.Let us know if it helps.By the way,I love to hear about those old finds.In Freeport Long Island,GROVERS,a big marine dealer had same eng as you have,it was in the front window ,on display ,if I remember ,it was in a wooden shipping crate ,designed to take the folding gearcase.Good Luck.

Actually I'm the one that had the power head off, and when he heard about the condition, he asked to see the exahust tube, so I took it to him.

He offered to install rings and make it run... for up to 600.00 in labor and parts. Truth is, he wants the motor really bad, and if I let him work on it, I may not ever see it again.

My guess is that he is counting on me giving-up and selling it to him.

If I knew how to attach a photo, I would show you why he wants it so bad. I am something of a collector, with 13 total in my shop, but THIS was the find of a lifetime.

Maybe that SOB switched the up mark on the plug wire when you werent looking

The original owner, as far as I have researched bought the motor for a back-up, and never started it. Then when he tried years later it was locked up (maybe due to inactivity). The in the case it stayed until he died, I bought it for 40 bucks.
