I have two questions regarding a recently aquired 1967 Johnson 9.5 hp. First, fuel runs out of the carb when the motor is in the tilted up position if I don't disconnect the fuel line. Is this normal? Second, I am not sure if the motor is running too hot (new water pump installed). The discharged water seems to reach a temperature that is so hot that I can only hold my hand under the the discharged water for a few seconds. Is this normal? Otherwise, the motor starts and runs great.

yes that can be normal for fuel to come out of the carb since the float might be letting more fuel in because its tilted... i would check the thermostat on the motor mine gets hot but not that hot. are u testing in a barrel or out on the lake ? in a barrel the water can be getting hotter since its comming out of the engine back into the barrel. hope this helps
