Hi deldertf.

A couple questions. Are you trying to run this engine at full throttle in a regular test tank or drum? Is the "white smoke" exhaust or steam from the engine overheating? Unless you have a dyno or test prop to use on the engine, trying to run the engine at high speed is not a good thing to do. It could possibly run away and self destruct. How is the temp of the motor when at idle? Can you put your fingers on the flat areas at the top of the heads?

im useing a drum with the regulare prop when i get to half throtel it will run for a few min then race the white smoke i dont think is steam because it has a gas smell to it and when the i turn the motor off you can see what looks like an oil base producte floting on the water in the drum

new part for question what would be the problem with starting if I had motor running for about 3 hours then whe i went out about 2 hous later could not get it to start agin could the problem be with the battery not being fully charged and if so does this motor have a charging system on it

deldertf - My suggestion would be to get the OMC manual for your motor and follow the troubleshooting procedures. You could just adjust this or replace that but that will probably just end up in a pile of frustration and a much lighter wallet. Or take it to a qualified mechanic.

With your description it is difficult to know where to start.
