1968 65hp milky sparkplug

My engine starts right up and runs a little rough not that bad. Pulled the plugs and noticed a white milky substance in the middle cylinder. Does this mean water in the chamber? If so where is it comming from. Blown Head Gasket? Cracked Cylinder? Which is most likly? and how to fix. Thanks in Advance for your time.

do a compression test if its low pull the head off and take a look

compression test revealed higher in the chamber with the water than without. Puzzling?

I will do it again and write down the #'s sorry about that. I know better.
