1969 115 jonny not running on all cyl at idle?

have a 1969 115 jonny that when at idle or shut off will run like its not on all cylds.no power,wont take off and starts runiing choppy when you start out.get going,runs like a bat out of hell.heres whats new,fuel filter,plugs,fresh gas,charged battery.last year the boat sank up to the gasket on the engine the port side sparkboot was a little nasty but the plug look good.uderway it runs great but idle or shut the motor of and you have to play with the throttle to get going.any help or ideas would be great .we were thinking powerpak or fuel pump or bad wires,any help or ideas would be great.thanks for any help.

Carbs probably need to be torn down and given a thorough cleaning.

could be any and all, start with spark on all cylinders, then run compressin check, all plugs out and throttle wide open when test. this gives us the congition of the innards, and whether it's worth going any further. if all above 100 and within 10% of each other, were good to go on. well when was the last time the fuel pump was rebuilt, wires changed, carb completley cleaned and rebuilt with a new float and carb kit. had a 69' johnny when young. was a great motor, and with a little tlc yours will be again. if you don't have a service manual get one from kencooke.com/evinrude johnson or ebay . make sure it is the original mfg manual for your specific engine.
