This old motor runs pretty good. 125psi across all 4 cylinders, new water pump, lower unit rebuilt, and new power pack.

However, the engine cowl as NO vent/opening for fresh air to get in. Where is the engine pulling fresh air from? There is a small filter right under the carbs that opens up to the outdoors just inside the transom from the lower unit casing. This thing is really dirty/plugged up. It appears that you have to remove the intake and the carbs to get this filter out. Is that right?

Is this the air intake? If so, is there a way to move this "filter" without removing all these parts?

Once the motor is warmed up and hot, and I slow down to idle, many times it just stalls out when I get it throttle to get back on plane. If I pull the engine cowl off after I restart it, it usually takes right off. I assume there is a lack of fresh air available and that problem is fixed with the cowl off.

Could it be something else?

Thanks in advance.

That is the air intake. It includes a "silencer pad"

SEE HERE
#43 is the cover #45 the silencer pad and #44 the silencer pad retainer
